Fellside Solar Panels Permitted Development Rights Restored – August 2024

The Fellside development of 39 houses, now named Mills Way and Wolfs Fell Close, was built from 2019 on land for formerly owned by HJ Berry Ltd near Old Hive in Chipping. Part of the conditions of planning approval for the development was the removal of the usually permitted development right to install solar panels on roofs. The CCE Working Group consulted the residents on Fellside and found there was interest in installing solar panels; the properties are heated using air-source heat pumps so rely on electricity for heating and hot water. Many people also have, or are considering, a move to electric vehicles. Solar panels with battery storage would bring a significant reduction in electricity cost.
In July 2024 the CCE Working Group applied for a Non-Material Amendment (3/2024/0575) to reserved matters approval 3/2017/0183 to allow amendment to condition 15 (dwellings to benefit from Part 14 Class A permitted development rights in respect of solar panels). This application was approved in August 2024.

The CCE Working Group plans to work with residents of Fellside who would like to install solar panels to help a co-ordinated approach to design and installation. The benefits of this approach would be a consistent visual theme and technical specification with the possibility of cost savings from a multi-property project.
